''CORRUPTION CAN NOT BE STOPPED BY APPOINTING ONE GOVERNMENT SERVENT ABOVE OTHER AND AUTHORISE THEM  THROUGH CERTAIN ANTI CORRUPTION LAWS FOR PUNISHING THE CORRUPTS.IT CAN ONLY BE STOPPED IF PEOPLES ARE ALLOWED TO PUNISH THE CORRUPT THROUGH LAW.''

A PARALLEL SYSTEM IS ALREADY  WELL ESTABLISHED IN THE COUNTRY,THATS WHY CORRUPTION IS GOING ON SMOOTHLY, ONLY FEW CASES ARE BROUGHT IN TO LIGHT,BUT THAT IS AGAIN THE PART OF THE GAME .THOSE CAUGHT ARE NEVER PUNISHED,THEY ARE KEPT ASIDE FOR FEW MONTHS,AND AGAIN RESTORED SMOOTHLY .THE MAIN REASON FOR THIS INCREASED MISUSE OF POWER FOR CLOSE RELATIVES IS THE VOTES GIVEN TO THEM BY MEJORITY OF VOTERS, EVEN AFTER  THEIR CORRUPTION IS PROVED.

    MOST OF THE PEOPLE IN THIS COUNTRY NEVER VOTE FOR THE INTEREST OR BENEFIT OF SOCIETY, VILLAGE, CITY ,STATE, OR NATION,INCREASINGLY BUT THEY VOTE FOR THE INTEREST OR BENEFIT OF THEM SELVES,THEIR FAMILY ,RELATIVES,CASTE,CATEGORY ETC.  DECREASINGLY AND MOST WORST THING  IS  THAT ,MANY OF THEM VOTE FOR MONEY.
TENDENCY .......
THAT MEANS MEJORITY OF THE PEOPLE DON'T PREFER A PARTY WHICH GIVES MORE IMPORTANCE TO THE COMMON(social or national) INTERESTS ,INSTEAD  OF THE INTEREST OF SMALL[NARROW] CATEGORIES TO PERSONAL INTERESTS MENTIONED ABOVE.

  INCASH THIS TENDENCY OF  THE PEOPLE,IT ASURES SUCH PEOPLE WHO FORMS A MEJORITY OF THE VOTER,WHO VOTES IN BULK FOR THEIR PARTY; THAT EVERY THING  WHICH IS IN THEIR NARROW INTREST WILL BE FULFILLED.
TO SHOW THIS THE MAHA CORRUPTS--
1) RUN A BRILLIANT PARALLEL CAMPAIGN  IN SUCH A WAY THAT ELECTION COMMISION CAN'T TAKE ANY OBJECTION LIKE THE PROJECTS AND  SUBSIDIES OR SPECIEL STATUS  AND BENIFITS GIVEN TO MUSLIMS UNDER THE NAME ''MINORITY''

2)BY SHOWING HOW IT PROTECTS OR VAILATE OR MODIFIES RULES,LAWS FOR THEM (EX;.SHAHABANO CASE) OR BECOMES BYAS THROUGH ITS BEHEVIERAL LANGUAGE.

3) BY INCLUDING THE MEDIA AS  A PARTNER IN THIS ''CORRUPTION INDUSTRY''
 ALL MEDIA PARTNERS USE A COMMON TECHNIQUE TO PROTECT THEIR PARTNER PARTY IN PEOPLE'S COURT ,WHERE DECISION IS GIVEN IN FORM OF VOTES FOR POWER.THE TECHNIQUE IS --
 TECHNIQUE......
1.WHENEVER THEIR PARTENER PARTY IS COUGHT FOR A SCAM THEY START AVOIDING THE NAME OF THAT PERTICULAR PARTY WHO IS ACTUALLY RESPONSIBLE, INSTED OF THAT THEY USE  A COMMON WORD ''THE POLITICIANS''

2.IF A MEMBER  OR EVEN A DISTANT CONCERNED PERSON LIKE DRIVER OR SECRETORY OF A LESS CORRUPT PARTY  IS COUGHT IN ANY COMPARATIVELY MINOR CORRUPTION,THEY MENTION IT WITH THE PERTICULAR NAME OF THE  LESS CORRUPT PARTY ,WHICH DO NOT AFFORD TO PAY THE MEDIA.

3.THUS THE  EFFECT OF BIG CORRUPTIONS  OF MAHA CORRUPT IS NEUTRALIZED. ..MATHEMATICALLY....

REMEDIES 

 THERE FORE THE PEOPLE PREFER ''MAHA CORRUPT'' AGAIN  AND AGAIN TO BRING THEM TO POWER,AND MAKING THEM EXPERT TO DO MORE AND MORE CORRUPTION  MORE  SKILLFULLY !!WITH MORE ORGANISED AND PROFFETIONAL MANNER !!! 
MOST OF INDIAN AND SIMILAR PEOPLE,WHO DONT  care for  DEMOCRACY,THATS WHY THEY CAN NOT UNDERSTAND THE NATIONAL WELFARE AND KNOW ONLY THEIR SELFISH DESIRE..
.....SO THESE PEOPLES CAN BE MOTIVATED TO CARE,WORK AND  KEEP WATCH FOR THE BENIFITS OF SOCITY AND NATION.

this can be achived by giving them certain monitary benifit for each such  complain  or information( along with proofs in some cases) about corruption they  register,whch is found true and sufficient to punish the corrupt.

1)..COMPLAIN TO EARN.....?

A)''Each department should set a voice response system or automatic recording devises at head offices to receive the complains by mobile phones send while an act of corruption occurs or sent later,the phone numbers for complaining must be displayed at the working places.for example on walls of office or inside railway compartments.

B) If the employee found guilty after inquiry, he/she must be demoted to lowest post like class-4 the complainer must be given some amount from difference of the salary  before  and the salary after demotion of the accused .for example if it is rly.TC the complainers may work even for a double amount of that journey fare. big rewards must be given for big corruption to such complainers accordingly.

METHOD -2
 VIDIO COMPLAIN CABIN


A)  Each collector office  and other district level offices should provide the complain  cabins made transparent by glass doors(like ATM),equiped with provision of audio  and vidio recordings (cctv)so that people can record their complains against the burocratic mal practices.

B)the recorded data shuld be transfered  via satellite  and stored through wireless into collecters official computer and respective head offices at district ,state &even national level ,on the spot.

c)some police stations in remote rural regions,must have this VCC,perticularly in the countries like India ,where the complains against the mighty politicians or rich people are not taken by the police especially from poors & womens .VCCs connected to DSP office will solve the problem,recordings can be used as proofs later in court too ‎

The govt.people or polyticien mostly accept the bribe or corruptions through their p.a. or trusted mediater or some proffetional agents ,this can be stoped completly only by  following provision of law.  

The agent or p.a. of the minister or officer should be   punished regorously like an imprisonment for 10 years ,for accepting bribe (crpt.money) or any amount or benifit which is illegal ,i.e  such  benifit which can not be satisfactorily proved as legal earning .

  Now if ...
Such agent or mediator gives solid proofs about the money collected or accepted for his boss,in present case or he submits  evidences of any past case ,which are sufficient and leads to give punishment to that politician or the beurocrat..then ....
    The agent or mediator  must be treated as witness to be exempted or pardoned so that the whole truth of corruption system is revealed and the true corrupts are punished.
i.e    If the agent/p.a gives solid proof about any such past or present transaction between himself and minister /officer so that they are declared punished on that basis by court ,in such case that agent or p.a.or any body who collects cash for the govt persons must be exempted from the punishment.

with this type of law no govt person can trust an agent and the corruption system will automatically collaps.

Because...
 1.)The Agent won't take any risk to accept the money for the crpt.for he will be punished.
 2)If any way agent becomes ready ;the government person can't trust him for the fact that The Agent may  secretly keep some proof or record of such transactions behind for his future servival or defence in court.
