then,
police  can fire ,to injure or kill it in order to save their own or other peoples life  
with out waiting for the order.
2)  ATTACH  CAMERA TO POLICE  WEAPON
A camera records police action while riot.
such camera  must be PERMANENTLY ATTACHED WITH RIFLE(like black box in flight)
submit  this  CAMERA along with the rifle ---to court.

 lawfulness of police action.
if some body challenges.
